Developer E5 Tenant stuck in Read-Only lock after storage cleanup. OneDrive provisioning fails.

Hello.

My Microsoft 365 Developer E5 tenant (go2host.onmicrosoft.com) is stuck in a hard read-only lock. Previously, users had 5TB, but after the policy changes, it dropped to 10GB. I have completely deleted all files and cleared both first and second-stage recycle bins. Now, Storage Metrics for all users strictly show "10 GB free out of 10 GB". However, the tenant-wide read-only banner is still active, and new OneDrive provisioning is completely failing for new accounts. Automated diagnostics in the Admin Center are not responding. Could a Microsoft agent please reset the backend quota cache and release the tenant lock? Thank you.

Please note that this forum is not Microsoft support, this is a user-to-user support forum.

    Hi @Konstantin Krinyuk

Microsoft documentation indicates that tenants exceeding their allocated SharePoint/OneDrive storage can be placed into read-only mode, and editing is typically restored once storage usage is reduced below the limit or additional storage capacity is obtained. Since your Storage Metrics now show 10 GB free out of 10 GB across the affected users, the tenant would normally be expected to leave the read-only state automatically.

Unfortunately, I am a normal forum user, I do not have access to tenant backend systems and cannot manually clear storage locks, force a storage recalculation, or remove read-only restrictions.

I recommend opening a support ticket with Microsoft 365 Support in Admin Center and request that the support engineer investigate the tenant's storage status and determine whether a backend storage/quota recalculation or removal of a stale read-only lock is required.

A Microsoft 365 support engineer must investigate and release any service-side tenant restriction; community moderators cannot reset the backend quota state or unlock the tenant. ^1^

    Open the escalation

Since storage usage now shows 10 GB free out of 10 GB and both recycle-bin stages have already been cleared, do not repeat that cleanup.

    1. Sign in as a Global Administrator and open Microsoft 365 admin center → Help & support.
    2. Enter a case description such as:

Microsoft 365 Developer E5 sandbox remains read-only after all affected OneDrive sites were reduced below their effective 10-GB quotas. Storage Metrics shows 10 GB free of 10 GB. Both recycle-bin stages are empty. The restriction affects the tenant, and newly licensed users’ OneDrive sites fail provisioning. Please inspect SharePoint/OneDrive tenant storage state, site LockState, quota reevaluation, and provisioning jobs, and remove any stale service-side restriction.

    3. If the automated results do not resolve it, select Contact Support (headset icon), choose phone or email, and submit the request. Microsoft documents that the requesting account must be an administrator and that direct Microsoft support generally requires at least one subscription purchased through Microsoft; partner-purchased subscriptions must be handled by the partner. ^2^
    4. Attach:
      • The exact read-only banner and provisioning error.
      • UTC timestamps of recent failures.
      • Screenshots of Storage Metrics and the affected users’ OneDrive tabs.
      • Affected user principal names and OneDrive URLs.
      • Any correlation/request IDs shown by the failing operation.
      • Confirmation that the issue affects existing sites and new provisioning.

If Help & support remains unresponsive, use the Report errors option at the bottom of the Microsoft 365 Developer Program dashboard to request Developer Program review. This is the documented community escalation route for a Developer sandbox restriction. ^3^

The current documented Developer SKU allocation is 10 GB per user, with a 300-GB pooled tenant cap; the earlier 5-TB setting is not the applicable entitlement for Developer SKU users. ^4^

Record whether the remaining lock is tenant-wide

Before submitting the case, open SharePoint admin center → Active sites and review the tenant storage indicator.

    • If the shared SharePoint pool is over quota, this is separate from each user showing free OneDrive capacity. Tenant exhaustion can place sites in read-only mode and must be remediated at the tenant-storage level. ^5^
    • If the pool has free capacity but multiple existing OneDrives remain locked and new sites cannot provision, include that finding in the ticket. It helps distinguish a service-side restriction from ordinary per-user quota enforcement.

OneDrive normally reevaluates a site after usage falls below its effective quota. Microsoft does not specify an exact reevaluation time; persistent read-only status after the displayed usage is below quota warrants support investigation. ^6^

    Conditional provisioning checks

Only if provisioning fails for particular new users rather than tenant-wide, check:

    1. Microsoft 365 admin center → Users → Active users → user → Licenses and apps
Confirm that the assigned license has the SharePoint Online service enabled.
    2. SharePoint admin center → More features → User profiles → Manage User Permissions
Confirm the user, or Everyone except external users, has Create Personal Site.
    3. Manage User Profiles → locate user → Edit My Profile
Confirm Personal Site Capabilities includes Storage (minimum value 4) and does not include the Guest capability. These are documented prerequisites for OneDrive provisioning. Do not change user quotas back to 5 TB unless the assigned license explicitly supports that entitlement; quota enforcement aligns OneDrive limits with the user’s license. ^8^
