Processes in Microsoft 365 for setting up Office apps, redeeming product keys, and activating licenses.
Publisher can no longer be activated through Microsoft 365 Business Standard because Microsoft removed Publisher from Microsoft 365 on or shortly after October 1, 2026. ^1^
Your other Microsoft 365 applications remain licensed because this is a Publisher-specific retirement, not a failure of the overall Business Standard subscription. The Unlicensed Product state disables most application features, which accounts for Publisher opening read-only. ^2^
Available options
- Do not repeat the repair or reinstall.
Those actions cannot restore Publisher entitlement after its removal from Microsoft 365. - Use Word or PowerPoint for future documents.
Microsoft recommends:- Word or PowerPoint for brochures, flyers, business cards, calendars, and certificates.
- PowerPoint for banners, signs, and posters.
- Word for labels, envelopes, newsletters, forms, and letterhead. ^1^
- For existing
.pubfiles, use a separately owned perpetual Publisher edition if available.
Microsoft states that an already-owned perpetual version can continue to be installed and used after support ends, although it no longer receives support. A Microsoft 365 subscription alone does not provide this post-retirement access. ^1^ - Convert accessible documents to a sustainable format.
- Export to PDF when preserving layout is the priority.
- Open the PDF in Word when editable text is needed; complex graphics and page layouts may change.
- Third-party conversion services are another possibility, but Microsoft does not support them, so assess privacy and document sensitivity before uploading files. ^1^
Microsoft advised converting Publisher files before October 1, 2026 because Microsoft 365 subscribers can no longer open or edit them in Publisher after the removal. If the files cannot now be exported from the read-only installation, the supported Microsoft path documented for continued .pub access is an already-owned perpetual Publisher version.
