Artifact Signing organization validation: verification email not received after mailbox recovery and one resubmission

Hello Microsoft Artifact Signing team,

We are onboarding a Japanese organization for Public Trust signing, using an active paid Azure subscription and an Artifact Signing Basic account in Japan East.

Our current identity validation was submitted on 26 October 2026 at approximately 16:00 Japan Standard Time (07:00 UTC). The Azure portal still shows In Progress. We have not received the verification email at the primary company-domain mailbox. The details pane does not show a resend control or a mail-dispatch/delivery history.

Checks completed:

  • The primary and secondary email addresses stored in the request were checked for spelling.
  • The primary mailbox successfully receives external iCloud test messages.
  • The mailbox is enabled, has ample free capacity, has no forwarding configured, and has empty sender/domain/keyword blocklists.
  • Its visible receiving settings do not reject English-only subjects or suspected spam.
  • The company domain is configured with the mail provider, Lolipop.
  • After restoring normal mailbox reception, we deleted the previous identity validation and submitted one replacement, following the FAQ. There is only one active request now.
  • We do not have provider-side SMTP delivery/rejection logs, so we cannot establish whether Microsoft attempted delivery or whether server-side filtering occurred.

Could a human moderator or the validation team help determine whether the verification message for the current request was generated, queued, submitted for delivery, bounced, or suppressed? Please advise a secure private channel for supplying the validation ID, recipient address, subscription ID, and any other required details.

We understand that the full identity review can take time; this question concerns the missing email-verification message, rather than a request to expedite the review. We would like to avoid repeatedly deleting and recreating the validation.

Our Azure support workflow requires a paid technical support plan, so we are using Microsoft Q&A as listed in the Artifact Signing FAQ. No technical support ticket has been submitted.

Thank you.

Keep the current validation request active and ask a Microsoft Q&A moderator to initiate a private message and escalate the missing-email state to the Artifact Signing validation team; creating additional requests while one is In Progress does not help.^1^

    What can be established

    • In Progress does not confirm that an email was dispatched. It is the initial status assigned after a validation request is created, and it can remain in that state while validation continues.^2^
    • Microsoft documents that verification links sent to the primary mailbox expire after seven days. The documentation does not specify an email-generation or delivery SLA, nor does it expose dispatch, bounce, or suppression history in the portal.^1^
    • A new link cannot be resent on the same request after expiration. The documented self-service recovery is deletion and resubmission.^1^
    • Since the mailbox checks and one clean resubmission have already been completed, repeating either action now would provide little additional diagnostic value. The FAQ specifically warns that creating more validation requests for the same entity while one is in progress does not help.^1^

Microsoft Q&A has a closely matching precedent where a request remained in process, no verification email arrived, and the validation team reviewed the request after receiving its validation ID; Microsoft then reported the issue resolved.^3^

    Information to provide privately

Do not add subscription, tenant, validation, or recipient identifiers to the public question. Ask a Microsoft moderator to open a Q&A private-message conversation, then provide:

    • Current identity validation ID
    • Azure subscription ID
    • Tenant ID, if requested
    • Artifact Signing account name and region
    • Primary recipient address
    • Submission timestamp: 26 October 2026, approximately 07:00 UTC
    • Confirmation that this is the only active request
    • Approximate deletion and creation times for the previous and replacement requests
    • Screenshot of the current status and details pane
    • A concise request to check whether the message was:
      • generated,
      • queued or submitted to the outbound mail system,
      • rejected or bounced,
      • suppressed, or
      • never created for the current validation record

Q&A private messages are visible only to the question author and Microsoft moderators. They are intended for exchanging information such as email addresses, subscription or tenant IDs, logs, and support identifiers. A moderator must initiate the private conversation; afterward, it can be opened from the blue banner or private-message button on the question.^4^

    A suitable public follow-up is:

The documented mailbox checks and one delete/resubmit cycle have already been completed. There is one active validation request, still In Progress, and no verification email has arrived. Could a Microsoft moderator initiate a private message so that the current validation ID, subscription ID, tenant ID, recipient address, and timestamps can be supplied for escalation to the Artifact Signing validation team? Please retain and investigate the current request rather than requesting another resubmission.

If no moderator responds before the seven-day link window has elapsed, update the same thread with that fact. Do not assume expiration proves that a message was sent: only the validation or mail-service team can determine the backend dispatch state.
