I want to load a developer copy of MSSS. I would prefer 2022 version as I am looking to work with an existing production system using 2022.

    For some reason, Microsoft makes it difficult to find the downloads for older versions of SQL Server, but there is a list of downloads on https://www.junian.dev/downloads/sql-server-developer/. The one you want is https://www.junian.dev/downloads/sql-server-developer/#download-microsoft-sql-server-2022-developer-edition
