I used Publisher a lot, and need to get and use the files. But it won't let me edit.

    Dear Eileen Mantz,

    I hope you’re having a good day

Based on your description, there are a few possible causes. In many cases, Publisher files open in Read-Only or Protected View, which allows the file to be viewed but prevents editing. Another common cause is an Office activation or licensing issue, which can place Office applications into a reduced-functionality mode where documents can be opened but not modified.

I would recommend checking the following:

    • Open Publisher and go to File > Account to confirm whether Office shows Product Activated. If you see Activation Required or Unlicensed Product, editing features may be restricted.
    • When you open one of the affected .pub files, look for any message indicating Read-Only, Protected View, or an Enable Editing button near the top of the window.
    • If the files are stored in OneDrive, SharePoint, or a shared network location, verify that you have edit permissions and are not opening the files in view-only mode.
    • Try creating a brand-new Publisher document and see whether you can edit and save it normally. This can help determine whether the issue affects Publisher itself or only existing files.

One additional point to consider is that Microsoft Publisher reached end of support in October 2026 and is being removed from Microsoft 365 subscriptions. Microsoft states that Microsoft 365 subscribers will no longer be able to open or edit Publisher files in Publisher after its retirement. If you recently updated Microsoft 365 or changed devices, it would be helpful to confirm whether Publisher is still installed and whether you are seeing any licensing or product-availability messages.

To help narrow this down, could you let me know:

    • Can you still open and view the Publisher files?
    • Do you receive any specific error message when you try to edit?
    • Is the problem affecting all Publisher files or only certain ones?
    • A screenshot of what you see when opening one of the affected files would be very helpful.
    • Looking forward to hearing back from you with any updates or additional details.

    Warm regards,

Microsoft 365 Publisher can no longer edit .pub files after its October 1, 2026 retirement, so use a licensed perpetual version of Publisher or convert the documents to an editable format. ^1^

    Recover access to the documents

    1. Back up all .pub files first. Search the PC, OneDrive, and SharePoint for *.pub, then copy the results to a separate folder.
    2. Check whether the business owns a perpetual Publisher license, such as Publisher 2021 or an Office 2021 suite that includes Publisher.
      • Microsoft says perpetual Publisher can still be installed and used after October 2026, including opening and editing existing files.
      • It is now unsupported and receives no security or bug fixes, so use it as a temporary migration tool rather than a long-term business solution. Publisher 2021 support ended October 13, 2026. ^2^
    3. On a computer with that working, licensed perpetual version, open each .pub file and either:
      • Continue editing it temporarily, or
      • Move it to another format using the options below.

Installing Publisher through the Microsoft 365 subscription will not restore editing; Publisher is no longer available to Microsoft 365 subscribers on or shortly after October 1, 2026. ^1^

    Convert the files

For documents that only need to be viewed or printed:

    1. Open the file in a working Publisher installation.
    2. Select File > Save As.
    3. Select a destination.
    4. Set the file type to PDF, and then select Save.

For documents that must remain editable:

    1. Export the Publisher file to PDF.
    2. Open Microsoft Word.
    3. Select File > Open and choose the PDF.
    4. Select OK when Word offers to convert it.

The resulting Word file is optimized for text editing; graphics-heavy or precisely positioned layouts may change. Word or PowerPoint are Microsoft’s recommended replacements for most Publisher projects, depending on the document type. ^1^

For many files, Microsoft also provides a sample Convert-PubFileToPDF.ps1 bulk-conversion script. It requires a working, licensed Publisher installation; test it on copies before processing the originals.

If perpetual Publisher is already installed

If the title bar says Unlicensed Product, editing is disabled because activation has failed. Sign in using the account associated with that perpetual license, check for conflicting Office installations, and run the Office activation troubleshooter. ^3^

If Publisher is activated but only certain files have disabled controls, those files may be rights-managed:

    • Try creating and editing a new blank Publisher document.
    • If a new document is editable but a particular existing file is not, ask its owner or Microsoft 365 administrator to grant modification permission. Information Rights Management can disable editing, copying, printing, and related commands without changing the document itself. ^4^
    • If all company-managed files or commands are affected, contact the Microsoft 365 administrator because Group Policy can disable ribbon commands. ^5^
