Xbox and Windows store download stops at ~200 MB and changes to "Queued", package delivery issues?

I'm hoping someone here can help me figure out what's going on with FINAL FANTASY X/X-2 HD Remaster through the Xbox app/Microsoft Store on Windows 11. I'm trying to install the game, but every time I start the download, it gets to approximately 180–200 MB and then switches to "Queued." It never continues downloading.

What's strange is that this happens consistently with this particular game. Other games download and install normally through the Xbox app/Microsoft Store, so this doesn't appear to be a general issue with my internet connection or the Xbox app being unable to install games. I've found no errors or information in event viewer.

I've already done quite a bit of troubleshooting, including:

  • Repairing and resetting the Microsoft Store.
  • Repairing and resetting the Xbox app.
  • Reinstalling Gaming Services.
  • Removing the game's existing files and attempting a fresh installation.
  • Verifying that I own the game.
  • Signing out and back into the Microsoft Store and Xbox app.
  • Restarting the PC and resyncing the Store/Xbox library.
  • Performing a Windows 11 repair installation.
  • Trying the installation under a different Windows user account.
  • Trying to install the game on a completely different Windows 11 PC.

The important part is that the problem follows me to another PC and another Windows user account. The download still stops at roughly the same point and changes to Queued. I was also asked to try another installation location, but I don't have another drive or partition available to test that.

I contacted Square Enix Support about the issue as well. Their supervisor reviewed the information and specifically noted that the installation consistently stops at approximately 180 MB. They suggested checking Delivery Optimization, disabling VPN/proxy connections, checking firewall/security software, and trying another network. They ultimately told me to contact Xbox Support for further assistance, as they believe the issue is related to the installation process on the Xbox platform for PC.

So far, neither Square Enix nor Xbox Support has been able to determine why this particular game won't download. I'm wondering if this could be an issue with the Microsoft Store/Xbox package itself, an AppX/MSIX dependency, or the content delivery/package information for this particular game. Is there anything else I should check in Windows, particularly in the AppX Deployment, Microsoft Store, Gaming Services, or Delivery Optimization logs, that might help identify exactly what package it's failing to find? If anyone has encountered this issue with an Xbox/Microsoft Store game or knows what causes a download to consistently stop at the same point and switch to "Queued," I'd really appreciate any suggestions. I'm hoping someone here can help me figure out what's going on as Ive spoken with support 10+ times and nobody has been able to help. They've told me that they would be escalating my case more than once but nobody ever emailed me.
