Hi Valentine Chukwunwike & thx for join me at Q&A platform,
error SqlServerRegionDoesNotAllowProvisioning is fairly specific. Your subscription is not currently permitted to create the Azure SQL logical server required by the Synapse workspace in the selected region.
This can happen with Free Trial subscriptions, but it doesn't necessarily mean Azure Synapse is completely unavailable to Free Trial users. Regional capacity controls and subscription-specific provisioning restrictions can both produce this error.
You've already checked three regions, confirmed that Microsoft.Sql is registered, and verified that your subscription is active. I wouldn't spend more time repeating those checks. Also, a healthy Azure Service Health status doesn't rule out regional provisioning restrictions.
Unfortunately, there's no reliable public list of regions guaranteed to accept new SQL logical servers for a particular Free Trial subscription. I wouldn't recommend another region as a confirmed solution without checking your subscription's actual provisioning access.
Microsoft's Azure SQL guidance provides a route for this exact error: request regional provisioning access through Help + support > New support request > Service and subscription limits (quotas). Specify Azure SQL Database, the affected subscription, and one of the regions you need. Explain that the SQL logical server dependency is preventing Synapse workspace creation.
These requests are different from ordinary technical support incidents, so having Basic Support doesn't automatically mean every subscription-limit request is unavailable. However, Microsoft still needs to determine whether an exception can be granted for your Free Trial subscription. There's no guarantee of approval.
Regarding upgrading to Pay-As-You-Go, it may remove the Free Trial restriction, and there are previous reports of Synapse deployments succeeding after upgrading. But upgrading doesn't guarantee access to a region with capacity restrictions, so I wouldn't treat it as a guaranteed fix.
The good news is that Microsoft allows you to retain your remaining Free Trial credit when upgrading within the initial 30-day period. The credit remains valid only until the original 30-day expiration date; upgrading doesn't restart that period. After the credit expires or is exhausted, billable resources can generate charges.
For a learning environment, I'd first attempt the regional access request before changing the subscription offer. If support confirms that provisioning cannot be enabled for your Free Trial, then upgrading becomes a more reasonable option.
Also, remember that Synapse isn't entirely free just because you're using Free Trial credits. Depending on the features you enable, Spark pools, dedicated SQL pools, and other resources can consume those credits fairly quickly. Set a budget alert and stop or delete unused resources.
The actual regional entitlement is controlled by Azure's provisioning backend, so nobody on Microsoft Q&A can reliably confirm or enable it without a support-side check.
rgds,
Alex
