API access and integration with Microsoft Partner Center for managing partner data
Associate the existing Windows/Xbox Partner Center account with a Microsoft Entra work account, assign that user the Developer Owner role, and then use that account to submit either the verification appeal or a Windows Developer Center account-management request.
A personal Microsoft account is valid for the initial Xbox Partner Dashboard enrollment, so the original registration was not inherently invalid; however, Microsoft’s Xbox publishing guidance says to associate the resulting Partner Center account with Microsoft Entra ID and use the Entra user for subsequent Partner Center access.^1^ ^2^
1. Add a work account to the existing registration
Do not create a second Partner Center developer registration.
- Sign in to the existing Partner Center account with the personal Microsoft account.
- Open Settings → Account settings → Tenants.
- Select Associate Microsoft Entra ID:
- Choose Use existing tenant if Ronto Games already has one, or
- Choose Create free tenant if it does not.
- Return to Account settings → User management/Users.
- Add the new Entra user and assign it Owner for the Windows/Xbox developer program.
- Sign out, then sign in through Sign in with Microsoft Entra ID using that work account.
Microsoft documents Manager or Owner for Developer as the roles that can complete verification and submit appeals for Windows and Xbox accounts.^3^ Partner Center workspace access is role-based, so an unassigned user can receive “You don’t have access to this view” even though the organization has an account.^4^
If Tenants or User management is inaccessible from the personal-account session, skip to the support escalation below; that account state requires Microsoft intervention.
2. Check whether Partner Center has enabled an appeal
Using the Entra Owner account:
- Open Settings → Account settings → Legal info.
- Select Verification Summary.
- Check the Employment Verification entry:
- Legacy interface: select Resolve.
- Updated interface: select User Action Needed.
- Upload documents and submit the appeal.
Appeals exist only when Partner Center displays Resolve or User Action Needed. There is no separate documented appeal form when neither action is shown.^3^
Prepare:
- The Gewerbeanmeldung, with legal name and address matching Partner Center exactly.
- Registrar-issued domain documentation showing the business name, address, domain, purchase date, and expiration date.
- Any official evidence connecting the primary contact to the sole proprietorship.
Screenshots, self-written statements, and unofficial documents are not accepted as substitutes. Partner Center treats email, employment, and business verification as separate checks; passing email verification does not complete employment verification.^5^
3. If no appeal control appears, open the developer-program support request
This is the support classification applicable to developer/ID@Xbox onboarding:
Developer, Student and Startup Programs → Windows Developer Center → Account Management
Microsoft-hosted guidance for developer and ID@Xbox-related verification cases directs employment-verification requests to the Windows Developer Center/Store account-management team.^6^
From Partner Center while signed in with the Entra Owner account:
- Select the Help (?) icon.
- Select Contact Support.
- Choose the developer/Windows Developer Center workspace and Account Management problem type.
- Select Review solutions → Create support request.
- State that:
- Employment Verification is Rejected.
- Neither Resolve nor User Action Needed is displayed.
- The previous personal-account session was redirected to Engage Center with “You don’t have access to this view.”
- You need a manual verification review and a secure document-upload mechanism.
This is the documented non-AI-assistant Partner Center ticket path, but it requires signing in with a work account.^7^
Do not post the Gewerbeanmeldung, domain records, Seller ID, tenant identifiers, or personal details publicly in Microsoft Q&A. Q&A contributors cannot perform the review; documents should be supplied only through the secure appeal or support case.
