Hello Microsoft Q&A Team,

I am using an Azure for Students subscription to conduct hands-on experiments with the official Microsoft Learning AI-300 GenAIOps labs.

Issue: Azure AI Foundry deployment blocked by error 715-123420

On October 23, 2026, I encountered the following error when running azd up:

InvalidTemplateDeployment

Microsoft.CognitiveServices/accounts (2025-06-01)
reported preflight validation errors.

715-123420:
Our system has detected this request as unusual activity
for your account. If you are confident this is in error,
please contact support.

Environment:

  • Subscription: Azure for Students

Region: Japan East

Resource group: rg-lab4

Tool: Azure Developer CLI (azd)

Repository: https://github.com/MicrosoftLearning/mslearn-genaiops

Background:

I previously deployed the Azure AI Foundry resources successfully.

I have been creating and deleting lab resources while testing deployment procedures for educational purposes.

I also encountered an earlier, unrelated RequestConflict issue involving Bicep resource dependencies, which I successfully resolved.

However, when attempting to deploy the environment again, Azure rejected the new deployment during preflight validation with error 715-123420.

All activities were performed for legitimate educational experimentation. I suspect this might be a false-positive automated risk restriction, but I cannot confirm the cause.

Unable to create an Azure Support Request:

I attempted to create a support request through the Azure Portal.

However, clicking "Create a support request" only opened the "Support + troubleshooting" panel. Entering a problem description and clicking "Go" did not proceed to the support request form.

I also tried Microsoft Edge InPrivate mode, but encountered the same behavior.

As I am using Azure for Students, I understand that free technical support may be limited.

Request for Microsoft Moderators:

Could a Microsoft moderator please help me with the following?

Check whether my Azure account or subscription has been restricted by an automated risk or fraud-prevention system.

Help escalate this issue to the appropriate internal Azure Foundry or risk/security team for review.

Initiate a private message if subscription details, tracking IDs, or additional diagnostic information are required.

Advise whether any further verification is necessary to restore normal Azure AI Foundry deployment capabilities.

I can provide my subscription ID, deployment tracking ID, screenshots, and other requested information privately.

I would greatly appreciate your assistance in reviewing this possible false-positive restriction so I can continue my AI-300 educational labs.

Thank you very much for your help.

    Hi Anshika and Alex,

Thank you both for your assistance!

I initially replied to Alex requesting help with escalation before I noticed Anshika's response and private message.

I have now provided the requested information to Anshika through the private messaging channel for further investigation.

I really appreciate both of your support and will follow up through the private conversation.

    Thank you again!

    Hi Alex,

Thank you very much for your detailed explanation and guidance.

Regarding your question, I can confirm that I am still able to create ordinary Azure resources in the same Azure for Students subscription.

I successfully deployed a new Azure Virtual Machine (VM2) in the resource group RG2 using the Azure Portal. The deployment completed successfully, and I have a screenshot confirming this.

This suggests that my subscription is still able to provision general Azure resources, while the 715-123420 error appears to specifically affect Microsoft Foundry / Cognitive Services resource provisioning.

I can also still access my previously deployed Microsoft Foundry resources in the same subscription.

Since the issue seems to require a service-side review, and I have been unable to submit a support request through the Azure Portal, could you please help bring this issue to the attention of a Microsoft Q&A moderator or the appropriate internal Azure Foundry provisioning/risk team?

I would appreciate assistance with determining whether my subscription has been incorrectly flagged or whether there is a service-specific eligibility restriction.

I can provide my subscription ID, deployment tracking ID, correlation ID, and additional screenshots privately through an official secure channel if needed.

Thank you again for your time and assistance. I look forward to your guidance on the next steps.

Hi fan & thx for join me at Q&A platform,

Error 715-123420 is the key detail here. The message about unusual account activity suggests that the request was blocked by a service-side risk or eligibility check during Azure AI Foundry resource creation, rather than by a normal Bicep template validation problem.

Your earlier RequestConflict issue is probably unrelated. The current failure occurs during preflight validation for Microsoft.CognitiveServices/accounts, so changing resource dependencies or running azd up repeatedly is unlikely to resolve it.

Creating and deleting resources while working through Microsoft Learning labs is a legitimate use case, but automated protection systems can still flag certain deployment patterns. That doesn't prove ur account has been restricted for fraud, and the public error message doesn't tell us which specific condition triggered the block.

Unfortunately, there's no documented customer-side command I'm aware of that can clear error 715-123420 or force a new risk evaluation. If this is a false positive, it needs to be reviewed by the Microsoft team responsible for the restriction.

I'd ask a Microsoft Q&A moderator to help identify the correct private escalation path for Azure AI Foundry resource provisioning and account risk review. The engineering team should check the failed deployment's correlation ID, the subscription's provisioning eligibility, and the reason the request was rejected. They can then determine whether additional verification is required or whether the restriction can be cleared.

Regarding the support portal, the Support + troubleshooting panel is part of the normal support flow, but it should eventually provide a way to continue with an eligible support request. If clicking Go never advances, even in InPrivate mode, that may be a separate portal issue or a limitation of the subscription's support entitlement. Azure for Students doesn't generally include unrestricted technical support, so a moderator may need to help identify an available escalation route.

I'd avoid creating another subscription, changing accounts, or repeatedly redeploying as a workaround. Those actions won't establish why the original request was blocked and could complicate the investigation.

You've already collected the right evidence. Keep the subscription ID, deployment tracking ID, and any account verification information private. A moderator can advise whether a secure channel is available, although posting here doesn't automatically initiate an internal risk review.

The main thing Microsoft needs to establish is whether 715-123420 represents a temporary automated restriction, an account eligibility issue, or a provisioning policy that applies to Azure for Students. Only the responsible Microsoft team can confirm that for ur subscription.

One question: can u still create ordinary Azure resources in the same subscription, or are only Microsoft Foundry / Cognitive Services deployments failing? That distinction may help narrow the scope of the restriction.

    rgds,

    Alex
