Unable to Create a New Microsoft 365 Developer E5 Subscription After Deletion of Two Previous Subscriptions

Hello,

I have been participating in the Microsoft 365 Developer Program since 2022. I previously created two Microsoft 365 E5 Developer subscriptions, but both have now expired.

After the subscriptions expired, I followed the instructions to delete them and waited for more than 60 days. However, I am still unable to create a new developer subscription. The original subscription e-mail was <Moderator's note: Personal Identifiable Information removed>@leointlcorp.onmicrosoft.com, which was expired but continues to appear on my Microsoft 365 Developer Program dashboard, and I cannot remove it.

I have tried several ways to resolve this issue, but I have encountered the following problems:

1. The expired subscription still appears on my dashboard

Despite following the deletion instructions and waiting for more than 60 days, the old subscription remains visible. I cannot create a new E5 Developer subscription from the dashboard.

2. I cannot register a new Microsoft account using my phone number

I attempted to create a new Microsoft account to see whether I could start over, but the registration process reported that my phone number was already in use. I only have one phone number available, so I cannot proceed using another number.

3. The Microsoft Developer Support portal requires access to the deleted tenant

I contacted Microsoft Learn Q&A for assistance. A forum moderator explained that they cannot perform backend cleanup or reset my Developer Program profile and advised me to contact Microsoft Support directly.

I followed the suggested support route by selecting Microsoft 365 and Office and then Authentication and access. However, the website redirected me to Office 365 support and required me to sign in with a work or school account.

The problem is that the work or school account I previously used belonged to the expired Developer E5 tenant, which I can no longer access. Therefore, I cannot complete the sign-in process to submit a support request.

4. I cannot complete the suggested Microsoft 365 Business Standard trial registration

The forum moderator also suggested creating a temporary Microsoft 365 Business Standard trial tenant and submitting a support request through the Microsoft 365 Admin Center.

However, the registration process asks for tax identification information, and I do not have a registered business or the necessary business tax information. I also do not have a bank card if payment information is required. Consequently, I cannot reliably complete this alternative route.

What I need help with

I would like to continue using the Microsoft 365 Developer Program with my existing personal Microsoft account, if I am still eligible.

Could someone please advise me on the following?

Is it possible to investigate why my expired Developer E5 subscription still appears on my dashboard after more than 60 days?

Is there an official way to have the remaining subscription or Developer Program profile association reviewed and corrected?

How can I contact the appropriate Microsoft Support team when I cannot access the original work or school account and cannot complete the suggested Business trial registration?

Is there an alternative support channel that does not require an active Microsoft 365 business tenant?

I understand that forum moderators may not have access to Microsoft's internal systems. I am not asking forum moderators to perform backend changes themselves. I would appreciate guidance on how to reach the appropriate support team through an accessible official channel.

I have been trying to resolve this issue for some time and would be grateful for any assistance or clarification.

Thank you for your time and help.

    Hello @Leo Li

I’m very sorry to hear that you have spent so much time trying different solutions but are still unable to create a new Microsoft 365 Developer E5 subscription or reach the appropriate support channel because your previous tenant has expired.

In this situation, community forum users do not have access to Microsoft’s internal systems to remove the old subscription association, reset your Developer Program profile, or confirm whether your account is still eligible for an E5 Developer sandbox. Since the expired subscription remains on your dashboard, the issue may need to be reviewed by the team responsible for the Microsoft 365 Developer Program.

I understand that you cannot sign in with your former work or school account and cannot complete the Microsoft 365 Business Standard trial registration. Unfortunately, this means that the previously suggested support routes are not practical in your circumstances.

The only other support source I could find for you, besides the ones mentioned above, is the support option of the Microsoft 365 Developer Program . This is the team that handles Developer Program profiles and sandbox eligibility. I can’t confirm whether it will be accessible in your situation, and one community member reported that a direct support link did not work, so I’d suggest opening it from the Dev Center page rather than from a saved link. If you submit a request, please include the email of your Developer Program account, a screenshot of the expired subscription on your dashboard, any error messages, and that you can no longer sign in with the old sandbox administrator account.

I would not recommend repeatedly creating new Microsoft accounts or using a different phone number solely to register again, as eligibility for the Developer Program is determined by Microsoft and is not guaranteed by changing accounts.

I’m only another user in the community and cannot access or modify your Developer Program profile. I’m sorry that I cannot provide a direct solution from this forum.

    Thank you for your understanding.
