Hello,

I am a university student trying to sign up for Microsoft Fabric Free so I can publish a Power BI dashboard for a university assignment.

During the account creation process, I received this error:

Error Code: TenantDirectoryQuotaLimitExceeded

The error appears after I complete the account registration form. I have attached a screenshot showing the error.

I am using my university student email address and would like to know why tenant creation is blocked and what official steps I should take to resolve this issue.

Could you please help me identify the cause and advise how I can access Power BI Service to publish my dashboard?

Thank you.

The university’s Microsoft 365 or Microsoft Entra administrator must provision your Fabric access or resolve the tenant directory quota; a student account cannot change the university tenant’s quota or self-service licensing policy.

First, check whether the tenant is new

If the affected tenant was created less than two days ago, wait until a full 48 hours has elapsed and retry the Fabric or Power BI sign-up. New Microsoft Entra tenants temporarily have a 600-directory-object quota for their first two days; Microsoft automatically changes this to the standard quota afterward, without administrator action.^1^

If the tenant is older than two days—or the error remains after 48 hours—send the screenshot and complete error details to your university IT help desk.

What the university administrator should do

    Ask the administrator to:

    1. Check whether you already have a Power BI/Fabric license
      • Sign in to the Microsoft 365 admin center.
      • Locate your student account and review its assigned licenses.
      • If the university permits Power BI, assign an available Fabric (Free), Power BI Pro, or PPU license appropriate to the assignment.
    2. Check the self-service policy
      • Your university can disable self-service sign-up, including free licenses. When disabled, the administrator must assign the license or enable self-service.^2^
    3. Review the Entra directory quota
      • Directory usage includes users, groups, applications, devices, service principals, and some deleted objects—not only visible student accounts.
      • Microsoft documents a default maximum of 50,000 resources for Entra ID Free tenants and 300,000 when an eligible tenant has a verified domain. Self-service-created organizations remain limited to 50,000, and soft-deleted objects can continue counting toward usage.^1^
      • If capacity is genuinely exhausted, remove unnecessary or restorable deleted objects where appropriate, or request a quota increase from Microsoft Support.^3^
      • If the reported total is unexpectedly low—for example, around 500 objects on an older tenant—ask Microsoft Support to escalate the case to the Microsoft Entra ID team for a backend review of directorySizeQuota.^4^

    Provide IT with:

    • The complete error code and message
    • Date and time of the failure
    • Your university username
    • The screenshot
    • Any correlation ID, request ID, and tenant ID displayed on the error page

Do not post those identifiers publicly.

Alternative if the university cannot provide access

Microsoft documents a personal-email route for Fabric:

    1. Create or use an Azure account with a personal email address. Identity verification may require a phone number and payment method.
    2. In the Azure portal, open Microsoft Entra ID → Manage → Users.
    3. Select New user → Create new user, set a password, and copy the resulting user principal name (UPN).
    4. Sign in to the Fabric portal with that UPN—not directly with the personal Gmail, Outlook.com, or other consumer identity.
    5. Select the profile icon → Free trial, choose a capacity region, and select Activate.^5^

This procedure creates or uses the Azure/Entra directory available through the personal Azure account, depending on that account’s existing directory state. It avoids relying on the university’s tenant, but your university may require assignments to be submitted from its managed environment.

    Publishing and sharing limits

A Fabric (Free) per-user license and a Fabric capacity trial are different:

    • Fabric (Free) supports personal work in My workspace.
    • Publishing to an app/shared workspace requires Power BI Pro or PPU.
    • Sharing with other users normally requires Pro or PPU unless the content is hosted on qualifying Premium/Fabric capacity.^6^

Therefore, if “publish” only means uploading the report for your own use, My workspace might be sufficient. If your instructor must open a shared link or the report must be placed in a class workspace, ask the university which workspace and license it provides before using a personal tenant.
