Clarification on Azure AI Speech F0 Tier: Rights to generate, save, and replay audio files locally for private non-commercial evaluation

Hello,

I have an Azure for Students subscription with an Azure AI Speech F0 (free) resource.

I would like to generate three short audio sentences using the prebuilt neural voice fr-BE-CharlineNeural, solely for private, local software development and listening tests.

The audio files would not be sold, published, distributed, or used with real patients.

Do the current Microsoft Product Terms permit generating, saving, and replaying these audio files locally under the F0 tier for this purpose?

I understand that commercial output usage rights are explicitly granted to paid-tier TTS customers. I am specifically asking about private, non-commercial evaluation under F0.

Thank you.

    Hello Roman Sechaud,

    Welcome to Microsoft Q&A,

Yes, what you’re describing fits within the intended use of your setup. Generating three short clips, saving them, and replaying them locally for private development and listening tests is fine.

    Why

    1. Your subscription covers this purpose. The Azure for Students offer terms cover non-commercial research and efforts to design, develop, test, and demonstrate software applications. Private, local evaluation is exactly that.
    2. Saving the output is a normal, documented use. The text to speech transparency note states the output audio can be saved as a file or played back on a device.
    3. The tier restriction is about commercial use. Microsoft moderators have consistently said commercial use of TTS output needs a paid tier on a paid subscription (see this answer). Non-commercial evaluation isn’t what that restriction targets.

    Note:

    1. The Enterprise AI Services Code of Conduct still applies on any tier. If you play the clips to other people during testing, let them know the voice is synthetic.
    2. If the project later moves toward real patients, distribution, or any commercial use, switch to a Pay-as-you-go subscription with a Standard (S0) Speech resource. Azure for Students doesn’t cover commercial use.
