How can I get elevated rights to delete a user, or where can I find a form to request the removal of a user

We have an old user which can be removed.
The delete option is greyed out, so I think I don't have sufficient rights to remove the user.
So either I need to be able to request elevated rights (I don't have an application ID), or I need to know where I can request removal of this user
