This is usually caused by a browser profile issue, an extension conflict, cached data, or a blocked download in Edge. Work through these steps in order, retrying the bill download after each one:

    1. Try an InPrivate window first.
      • Press Ctrl+Shift+N in Edge.
      • Open the EE site and try the download again.
      • If it works in InPrivate, the cause is likely an extension, cached data, or the current browser profile.
    2. Check for an extension conflict.
      • Go to edge://extensions.
      • Turn off extensions one at a time.
      • Retry the download until the failing extension is identified.
    3. Clear cached files.
      • Go to edge://settings/privacy.
      • Under Clear browsing data, select Choose what to clear.
      • Select Cached images and files.
      • Set the time range to All time and select Clear now.
    4. Reset Edge download settings.
      • Go to edge://settings/downloads.
      • Verify the download Location exists and is writable.
      • Reset the location to the default Downloads folder.
      • Turn off Ask me what to do with each download and test again.
    5. Check whether Edge security is blocking the file.
      • Go to edge://settings/privacy.
      • Under Security, check whether Microsoft Defender SmartScreen is turned on.
      • If Edge shows a blocked download that is trusted, use More actions (...) next to the download, then Keep > Show more > Keep anyway.
      • If needed, turn off SmartScreen only temporarily for testing, then turn it back on.
    6. Check Windows Security or antivirus.
      • Open Windows Security > Virus & threat protection > Protection history.
      • Look for blocked items related to the bill download.
      • Also check any third-party antivirus quarantine or activity log.
      • If antivirus is blocking it, temporarily turn off real-time protection for testing only, then turn it back on.
    7. Test with a new Edge profile.
      • Select the profile icon in the upper-left corner of Edge.
      • Select Add profile > Add.
      • Retry the download in the new profile.
    8. If the problem continues, reset Edge.
      • Go to edge://settings/reset.
      • Select Restore settings to their default values.
      • Retry the download.
    9. If the download fails only on the EE site but works on other sites or in other browsers, the issue may be site-specific.
      • Try downloading the same file in another browser.
      • If only that site fails, contact the website’s support team.

If support is needed, collect these details first:

    • Edge version from edge://settings/help
    • Exact error message or screenshot
    • Active policies from edge://policy
    • A network trace from edge://net-export/

Try opening the EE website in an InPrivate window in Edge. If it works, clearing your browser cache and cookies may fix the problem.

You can also try another browser to see if you can download the bill there. If the error keeps happening, it might be an issue with the EE website rather than Edge.

If it only happens on EE, I’d contact their support team for help.
