AI Cloud Partner Program enrollment fails with InternalServerError for every route

Our organization (tenant valutare.onmicrosoft.com) cannot enroll in the Microsoft AI Cloud Partner Program. The signed-in user is Global Admin in both Entra and Partner Center, which your roles article names as the only role that can enroll. A Partner Center account exists, but Legal info is empty, My access lists no workspaces, and the AI Cloud Partner Program is not listed under Account settings > Programs.

Every enrollment path returns {"code":"InternalServerError","message":"The request could not be completed.","isRetryable":true}:

  • the enrollment link (dashboard/account/v3/enrollment/introduction/partnership) after choosing Partner
  • partner.microsoft.com "Become a partner"
  • Account settings > Programs > Commercial Marketplace > Get started

Partner Center's own support form fails with "Something went wrong", so we cannot open a ticket.

Tried on October 17, 2026 in Safari and Chrome, normal and private windows, after signing out and in, and after clearing Microsoft cookies and cache. The billing account name was corrected to the legal name "Valutare, Inc." the same morning.

This requires Partner Center support to inspect or reset the tenant’s enrollment state; the repeated InternalServerError across every enrollment entry point is not resolved by changing roles, browsers, or workspace permissions.

Open the case through Partner Center’s header support experience

Since the standalone support form also fails, try the support workflow initiated from the Partner Center header:

    1. Sign in to Partner Center with the same work account and tenant used for enrollment.
    2. Select the AI assistant sparkle icon in the upper-right.
    3. Enter a concise summary such as:

MAICPP first-time enrollment fails with InternalServerError on every enrollment route. The Partner program, Legal info, and workspaces are absent. Global Administrator role is assigned. Please inspect or reset the tenant’s Partner Center enrollment state.

    4. Select Contact Support at the bottom of the assistant.
    5. Choose the closest account setup/enrollment problem type, select Review solutions, and then Create support request.

If AI assistant is unavailable, use Help (?) → Contact Support → Review solutions → Create support request. These are Microsoft’s documented Partner Center support paths ^1^.

These paths may ultimately use the same ticket-creation backend as the form that failed. If they also return Something went wrong, document that second failure on the existing Microsoft Q&A thread matching this issue, including the date/time and correlation IDs, and request escalation to Partner Center enrollment support ^2^. General consumer Microsoft Support is not a documented substitute for Partner Center enrollment support and might only redirect the request.

Before another enrollment attempt, check the public Partner Center service-health page for an active incident ^3^. There is public evidence of similar recent enrollment failures, but no confirmed public incident specifically for October 17, 2026.

    Include this evidence

    Provide:

    • Tenant domain, but no passwords, tokens, or cookies.
    • All six correlation IDs.
    • Exact UTC timestamps for at least one failure.
    • The complete failing URL and error JSON.
    • Screenshots showing:
      • Account settings → Programs without MAICPP.
      • Empty Legal info.
      • My access with no workspaces.
      • Failure of the support-request form.
    • Confirmation that the account is a work account and Global Administrator.
    • The time and location where the organization name was changed.
    • Optional sanitized HAR and screen recording/PSR.

For a HAR in Chrome or Edge: open Developer tools → Network, enable Preserve log, reproduce once, and select Export HAR. Review the file before sharing and remove cookies, authorization headers, tokens, email addresses, and unrelated request data. HAR/PSR evidence is explicitly requested by Microsoft for some Partner Center profile failures, although it is not documented as mandatory for this enrollment error ^4^.

What the current account state means

The documented first-time enrollment flow is:

    1. Select Join the program.
    2. Choose Partner.
    3. Sign in with a work account.
    4. Select the billing account or legal entity, accept the MAICPP agreement, and submit enrollment.
    5. Monitor verification under Account settings → Legal info.

Global Administrator is the correct role for starting enrollment ^5^.

Microsoft states that if the verification-status page is absent, the enrollment application has not been submitted ^6^. Consequently:

    • Empty Legal info is not yet a verification failure requiring an appeal.
    • No MAICPP entry under Programs is consistent with enrollment not being created.
    • No workspaces under My access is expected until an enrollment is active, agreements are accepted, vetting is authorized, and access is assigned ^7^.

    Effect of the name correction

A change to the Partner Center legal business profile triggers reassessment of the changed legal identity information ^4^. However, changing only an Azure or Microsoft billing-account display name does not establish that Partner Center’s legal profile was updated.

If the change was made in Partner Center, allow time for the update to propagate before one controlled retry; Microsoft notes that status changes can take time to appear across Partner Center ^6^. Do not repeatedly change the legal name: it should exactly match formal registration records.

Do not run the viral-signup PowerShell workaround unless Partner Center specifically displays “Sign up for Partner Center” has been turned off. That command addresses a different, explicitly identified condition—not this InternalServerError ^8^.
