Print-Screen Quick Mark-up reduces image quality/size a LOT

This is a new problem I'm having, and I can't seem to do anything about it. I've used the Quick Mark-up tool multiple times before to adjust my screenshot and never had any problems with it. But suddenly now it's decreasing the image quality and size drastically! It used to work just fine before, and it's only doing this when Quick Mark-up is on. When it's off my screenshots are normal sized.

If I use full-screen or window screenshots, I don't have this issue. I also don't have this issue if I don't use Quick Mark-up with the rectangle screenshot tool. But for some reason it's now shrinking anything I take a screenshot with using mark-up.

I have tried repairing and resetting and it didn't fix it. Nothing else on my computer has changed barring updates. It worked just fine on the 15th of October
