I received a new laptop recently and it runs windows 11, Smart App Control has block every and ANY download I try immediately marking it as "Malware" or "unsafe" even apps downloaded straight from the Microsoft store. I cant download documents for class or any fixes google recommends. this is my last resort. every code, update or anything I've tried either didn't work or is BLOCKED. My frustration is beyond the point of being able to feel bliss until this issue is resolved. if anyone has an answer please help.

NOTE: Laptop Is DELL and Runs Windows11 also it wont update or repair issues because even though it runs windows 11 it cant repair it I guess?? I'm trying to find a solution that wont cost repair time as well.

Reset the Windows Security app first; if it remains black, perform an in-place Windows 11 reinstall that keeps personal files and apps rather than continuing with blocked scripts or update commands.

    1. Reset Windows Security locally

    This requires no download:

    1. Open Start and type Windows Security.
    2. Right-click Windows Security, then select App settings.
      • Alternatively, open Settings → Apps → Installed apps → Windows Security → Advanced options.
    3. Select Repair.
    4. If the screen is still black, return to the same page and select Reset.
    5. Restart the laptop and open Windows Security again.

Repair preserves the app’s data; Reset recreates its app data. These are the standard Windows app-repair options, and resetting Windows Security is also the accepted resolution path for this specific black-screen symptom.^1^^2^

    2. If Windows Security remains black, repair-reinstall Windows

Because commands and Windows Update repairs have already failed or been blocked, move to an in-place reinstall. This replaces Windows components while preserving your personal files, installed apps, and settings.

Option A: Built-in repair reinstall, if available

    1. Connect the laptop to power and the internet.
    2. Open Settings → System → Recovery.
    3. Under Fix problems using Windows Update, select Reinstall now.
    4. Complete the prompts and restart.

This reinstalls the current Windows version and preserves apps, files, and settings.^3^

Skip this option if it is missing or fails again.

Option B: Create installation media on another PC

This avoids relying on downloads being permitted on the affected laptop.

    1. On another working computer, create Windows 11 installation media on a USB drive using Microsoft’s Media Creation Tool.^4^
    2. Sign in normally to Windows on the Dell laptop.
    3. Connect the USB and open it in File Explorer.
    4. Run setup.exe from inside Windows. Do not boot from the USB for this repair.
    5. Select Change what to keep.
    6. Choose Keep personal files and apps.
    7. Confirm that the final screen explicitly says your files and apps will be kept, then select Install.

The computer will restart several times. Running setup.exe from the existing Windows session and selecting Keep personal files and apps performs the preservation-focused in-place reinstall.^5^

Back up class documents first. Do not choose Keep nothing or perform a clean installation unless the in-place repair cannot run.

    3. Address Smart App Control after Windows Security works

    Open:

Windows Security → App & browser control → Smart App Control settings

Smart App Control has no per-app “allow” exception. It either permits code based on reputation/signing or blocks it; the available user-level alternative is turning Smart App Control off.^6^

Before disabling it, note the distinction:

    • Smart App Control evaluates apps and executable code when they run.
    • If ordinary PDF, Word, or class-document downloads are being labelled “malware,” that may be a browser, Defender, or another security component rather than Smart App Control itself.
    • Apps from Microsoft Store being blocked alongside a black Windows Security window indicates the security installation should be repaired rather than individually bypassing every warning.

If you need to verify what Smart App Control actually blocked, open Event Viewer → Applications and Services Logs → Microsoft → Windows → CodeIntegrity → Operational. Enforcement blocks appear as event 3077.^7^

    4. Last resort: Reset this PC

    If neither repair reinstall works:

    1. Back up important files and obtain the BitLocker recovery key if device encryption is enabled.
    2. Open Settings → System → Recovery → Reset PC.
    3. Select Keep my files.
    4. Prefer Cloud download if the local Windows files may be damaged.

This reinstalls Windows and preserves personal files, but removes installed apps and settings.^8^

Since this is a recently purchased laptop, if even Reset fails, use the Dell warranty/support route rather than paying for third-party repair.

    Hello,

I want to check a couple things before throwing random solutions at you.

Did this Dell come with a pre-installed factory antivirus that you might have uninstalled or tweaked right before this started happening? Oftentimes when those trial antivirus programs expire or get uninstalled halfway they completely break the built-in Windows Security app and cause exactly this kind of black screen and phantom blocking.

Also do you get a specific error code when Windows Update fails to run or does it just freeze up?

Let me know so we can pin down exactly what broke in the background.
