If by “restore the Taskbar” you mean restoring your pinned Taskbar apps and Taskbar preferences, you can use the built-in Windows Backup feature in Windows 11.
Microsoft’s Windows Backup settings catalog includes Taskbar settings as well as pins on the Taskbar and Start menu among the settings that can be backed up.
However, could you clarify what happens after you restart Windows? Do the pinned apps disappear, does their order change, or does the entire Taskbar fail to appear?

Windows 11 does not have a built-in option to back up and restore the Taskbar layout.
Normally, your pinned apps and Taskbar settings should remain after a standard restart.
When you say you want to restore it after a Windows Restart, do you mean a normal restart of the PC, or are you planning to reset/reinstall Windows?
