I am trying to change security information on Outlook. They keep trying to send an email to a name I do not know.

When I try to change the email name to one I know it says it is locked for 30 days.

My wife's email has been compromised/ hacked.

Concerned that the y have gained access to my account

    To get a better idea of how to handle this, I just need a bit more info.

    Can you still get into your inbox to check your emails normally, or are you totally locked out from signing in at all? Also, did you trigger that 30 day timer yourself by starting the security info swap, or did you get a message saying it was already pending from someone else?
