Artifact Signing: Failed renewal request still blocks a new Identity Validation request

I am trying to renew an existing Artifact Signing Identity Validation for our US-based IT organization because the current valid Identity Validation is approaching its expiration date.

I initiated the renewal following the instructions provided in the Microsoft Azure warning email, which created a new Identity Validation request.

As part of the renewal process, I successfully completed the personal identity verification and provided all requested documents. The request remained In Progress for approximately one week. It then changed to Failed with the reason “Email notification failed.”

The email was not received due to an email service issue. We have since fixed the issue, verified the email service, and confirmed that it is now working correctly.

The problem is that the failed renewal request is still treated as an active request by the portal:

  • The new Identity Validation request is displayed as Failed.
  • When I try to renew the original Identity Validation again, Azure says that a request has already been created and is In Progress.
  • The Refresh button does not change the status.
  • I therefore cannot create a new Identity Validation request and complete the renewal.

According to the Artifact Signing documentation, after an email verification failure a new Identity Validation request should be created.

What is the correct way to clear the failed renewal request or otherwise make it possible to create a new Identity Validation request?

I can provide the Identity Validation IDs and Subscription ID privately if required.

Thanks
