Hi. I"m Brian and I'll try to help.

What happens when you try to log into https://account.microsoft.com/? Do you get any error? If so, post that error exactly as it appears on your screen, but obscure the portion in front of the @ for any real address is contains. You must be able to log into an account to close it. Also, these forums are user-to-user. No one here has any access to the Microsoft servers or any account that is not their own.

If your account was hacked and the hacker removed your address, you won't be able to get that account back. If you have credit cards associated with the account, contact the issuers and have them change the numbers and issue you new cards. Were you using multifactor authentication or passkeys? Always do so when it is available. Also use long, complex and completely unique passwords. Hacking most often occurs when people use the same address and password for more than one account or service. Every account you have should have a unique password. Use a password manager to generate and remember it for you.

If the address you were using employed a Microsoft domain like @outlook.com, @live.com, @msn.com or @hotmail.com, that address is also forever gone and it cannot be reused to create another account. If you were using a non-Microsoft address, then you should be able to create a new account with that address, but it will be new and will not contain anything that was in the old account.
