Windows 11 Pro digital license cannot be reactivated after hardware change

I am unable to reactivate Windows 11 Pro after replacing my computer hardware.

My old laptop is still activated with Windows 11 Pro. slmgr /dlv shows:

  • RETAIL channel
  • Product Key Channel: Retail
  • License Status: Licensed
  • Current partial product key: 3V66T

Windows Activation on the old laptop confirmed that Windows was activated with a digital license linked to my Microsoft account.

I installed Windows 11 Pro on a new PC and signed in with the same Microsoft account. Both the old laptop and the new PC are currently visible on my Microsoft account devices page.

On the new PC, slmgr /dlv shows:

  • Windows Professional edition
  • RETAIL channel
  • Product Key Channel: Retail
  • Current partial product key: 3V66T
  • License Status: Notification
  • Error: 0xC004F034

Activation has also returned error 0x803F7001.

I ran the Activation Troubleshooter and selected “I changed hardware on this device recently”, but Windows says that it cannot find any eligible devices linked to my Microsoft account.

I also generated an Installation ID using slmgr /dti. The Microsoft Product Activation Portal rejects the Installation ID with:

“We couldn't verify your installation ID.”

To rule out an issue with the new PC, I also generated and entered the Installation ID from the old laptop, which is currently activated, and the Microsoft Product Activation Portal rejects that Installation ID as well.

slui 4 does not open the phone activation window on my current Windows 11 build 26300.9457.

Microsoft phone support redirects me to the website, and the normal Windows activation support flow does not provide an option to contact a live agent.

Is there any way to have the digital license association checked manually, or to escalate this activation issue to Microsoft support?

    Each installation requires separate license. Your old license is used with your old laptop. While you have Windows installed on old PC? You need a new license for a new PC. Did your purchase it? Or do you want to use a single license on two PCs simultaneously?

    If it is indicated a retail licence on the old laptop, where did you get your Windows licence was that pre-installed on the PC or did you purchase a full retail Windows licence from Microsoft or from a 3rd party retailer?

    Or is your Windows licence based on a previous Windows 7 or 8 licence?

    On the old laptop, download the free ShowKeyPlus app from the Microsoft Store.

    Please provide a screenshot of that app window and please hide any product key that may appear in the screenshot.

    Thanks, but all of these steps have already been completed, as described in my original post.

    • Both computers run Windows 11 Pro.
    • Both use the same Microsoft account.
    • The old laptop is activated with a digital license linked to that Microsoft account.
    • Both devices are visible on my Microsoft account.
    • The Activation Troubleshooter cannot find the old device as eligible for reactivation.
    • The Product Activation Portal rejects the Installation ID from BOTH the new PC and the currently activated old laptop.
    • slui 4 does not work on my Windows 11 build.
    • Microsoft phone support only redirects me back to the website.
    • The Windows activation support flow does not provide a live chat or callback option.

    So my question is specifically:
