Artifact Signing Public Trust eligibility for a US-incorporated organization with team and representative based in Pakistan

Our company is legally incorporated in the United States (US business registration, EIN, US business address, company-owned domain and website). Our engineering team, including the person who would complete the representative's individual identity verification, is based in Pakistan.

  1. Is a US-incorporated organization eligible for Public Trust identity validation regardless of where its employees and representative are located?
  2. Can the representative who completes individual identity verification be a Pakistan resident using a Pakistani government-issued ID (passport/CNIC), or must they be located in an eligible country?
  3. Does the Azure subscription/billing account need a US billing address, or can it be paid from a different country, given that organization validation doesn't require an Organization-type billing account?
  4. Will signing requests from a build server located in Pakistan be accepted?
