    Hi,

This appears to be a bug. If you have the Excel 2016 version, you may download the patch provided in the article below.

    https://support.microsoft.com/servicing/office/hotfix/excel/5002665

This is not a complete fix yet as Microsoft says paste operations may still fail in workbooks with conditional formatting.

Try the fix that matches the Excel version and scenario:

    1. If using Excel for Mac and copying a worksheet in the same workbook
      • Hold down OPTION.
      • Drag the sheet tab to the location where the copy should appear.
      • Release the mouse button before releasing OPTION.
    2. If copying a sheet to another workbook in Excel for Mac
      • Open both workbooks.
      • Select the sheet to copy.
      • Go to Edit > Sheet > Move or Copy Sheet.
      • In To book, select the destination workbook.
      • In Before sheet, choose the insertion point.
      • Select Create a copy.
      • Select OK.
    3. If using Excel for the web
      • Right-click the sheet tab and select Duplicate.
      • If duplication fails because the sheet contains a chart, picture, or shape, copy the sheet manually:
        • Select all data with CTRL+Spacebar, then Shift+Spacebar.
        • Press CTRL+C.
        • Add a new blank worksheet with the + button.
        • Select the first cell and press CTRL+V.
      • Note: conditional formatting is lost when pasting into the new sheet.
    4. If worksheet commands are grayed out
      • Check whether the workbook structure is protected.
      • In Excel, go to Review > Protect Workbook.
      • If Unprotect Workbook appears, select it.
      • Or check File > Info > Protect Workbook and turn off Protect workbook structure.
      • When workbook structure protection is enabled, Excel disables Insert sheet, Delete, Move or Copy, Rename, Hide, and Unhide.
    5. If this started after an Excel update and paste/copy behavior is failing
      • There is a documented known issue affecting some Excel versions after the September 2026 Excel security update, where paste can fail without an error.
      • A temporary workaround mentioned is to have IT roll Office back to an earlier unaffected build.
      • Warning: rolling back Office can remove recent security fixes, so this should be reviewed by IT.
      • Otherwise, install the next Office update that contains the fix and test again.
    6. If using Excel 2016 preview version 16.0.4229.1002
      • This specific build had a bug where copying a sheet moved it instead of duplicating it.
      • The fix was to uninstall the preview version and install a released RTM version of Office, then enable automatic updates.

If the exact error is “We could not copy this sheet”, the most practical checks are:

    • use the correct copy method for the Excel version,
    • verify workbook structure protection is off,
    • if on Excel for the web, duplicate or manually copy the sheet,
    • if the issue began right after an update, check for the known update-related issue.
