Keyword Policy Restriction and Allowlist Issue in Microsoft Advertising

I am experiencing an issue with a specific keyword in Microsoft Advertising.

Under the keyword's Delivery section, the following warning appears:

“The keyword, in the context of this account, is not permitted to serve ads for some search queries because they are blocked for policy reasons. If your content complies with Microsoft Advertising policies, contact support and request that the account be added to the allowlist for this keyword.”

I have already contacted Microsoft Advertising Support through live chat approximately five times, and each time I provided screenshots clearly showing this message.

However, the support agents continue to tell me that there is no issue or restriction on my account, even though the warning is displayed directly inside the Microsoft Advertising platform.

Based on the message itself, it appears that my account is subject to some type of keyword-level or search-query-level policy restriction.

Has anyone experienced this issue before?

I would like to know the correct process for requesting a review of this restriction and, more importantly, how I can request that my account be added to the “allowlist” mentioned in the Microsoft Advertising warning.

Any guidance would be greatly appreciated.

The supported path is to submit this as a Microsoft Advertising support request through the Microsoft Advertising Customer Support Portal, not as a general chat explanation alone.

    Use this process:

    1. Submit a new request in the Microsoft Advertising Customer Support Portal.
    2. Choose a request type that routes to the product support team, such as:
      • UI or API bugs and product issues
      • Technical difficulties related to purchasing and selling Media
      • Necessary manual configuration changes that cannot be accomplished through the product
    3. In the request, state that the Microsoft Advertising UI shows this exact delivery warning for the keyword:
      • “The keyword, in the context of this account, is not permitted to serve ads for some search queries because they are blocked for policy reasons. If your content complies with Microsoft Advertising policies, contact support and request that the account be added to the allowlist for this keyword.”
    4. Explicitly ask for:
      • review of the keyword-level/search-query-level policy restriction
      • confirmation whether the account requires a manual allowlist change for that keyword
      • routing to the team that handles manual configuration changes if support cannot validate it in chat
    5. Include all evidence the support form asks for:
      • detailed description of the issue and business impact
      • relevant object IDs
      • steps to reproduce
      • screenshots of the warning
      • browser and operating system details with version numbers

This is the strongest wording to use because Microsoft Advertising support handles both technical issues and necessary manual configuration changes that cannot be done through the product. Requests submitted through the portal are automatically routed based on request type.

If the keyword is being restricted for policy reasons, support can also review whether the content should instead go through the normal policy review or exception path. The editorial reason code guidance shows that some policy disapprovals are handled by submitting an appeal or requesting an exception, depending on the policy category.
