    Regarding your concern, to access the dial pad in Microsoft Teams to call regular phone numbers, the user must be configured for Teams Phone. To set up the required settings, you need to contact your IT administrator and ask them to check(if you're an administrator, you can perform these steps yourself):

    • Required Teams Phone license: Teams Phone Standard or a qualifying Microsoft 365 plan that includes Teams Phone
    • A PSTN calling connection: choose either Microsoft Calling Plan, Operator Connect, Direct Routing, Teams Phone Mobile, or Shared Calling
    • Enterprise Voice enabled:
      • In the Teams Admin Center, go to Users > Manage users > select the affected user.
      • Under Account > Assigned phone number > enable Enterprise Voice and save the change.
    • Grant permission to make private calls
      • In the Teams Admin Center, check the user’s assigned Calling policy and make sure "Make private calls" is enabled.
    • Assign a phone number, where required by the selected PSTN option.

    After the administrator completes the configuration, the user needs to sign out of Teams > restart the application > sign back in > the dial pad should then appear under Calls. Please note that provisioning changes may take some time to reach the Teams client.
