Model deployment blocked by error 715-123420 (RTFP false positive) on Azure for Students — requesting escalation

Hello,

My Azure AI Foundry / Cognitive Services model deployment is blocked by error

715-123420 ("Our system has detected this request as unusual activity for your

account"). This appears to be a Real-Time Fraud Protection (RTFP) false positive

on a legitimate Azure for Students account.

Context: I'm following the Microsoft Learn exercise "mslearn-genaiops" and

deploying with the Azure Developer CLI (azd up). The Cognitive Services account

provisions successfully, but creating the project and the model deployment

(a gpt-5-mini deployment) fails with 715-123420.

Could a moderator please escalate this / open a collaboration ticket with the

account-protection team to review and release the flag? I can provide my

subscription ID, resource ID, region, and correlation/tracking IDs privately

to a moderator.
