How can a social gaming advertiser complete the Gambling authorization form when no applicable license exists?

I am trying to complete the Microsoft Advertising Gambling and Contests Advertising Program Participation Form for a social gaming application.

The application is free to play and does not offer:

real-money wagering

deposits

purchases

cash prizes

prizes with monetary value

redemption of virtual currency for money or real-world value

The participation form includes “Social gaming” as a business category. However, the form also requires an upload of a gambling license or proof of a relationship with a licensee.

The issue is that our activity does not require or qualify for a Canadian gambling operator license, so we do not have an applicable license that can be uploaded.

Has anyone successfully completed the Microsoft Advertising authorization process for a free-to-play social gaming application in Canada?

Specifically, what document should be submitted in the required license field when no gambling license applies to the activity?

    Based on the Microsoft Advertising policy, this type of activity may qualify as social gaming. Social gaming advertisers must be the first-party gaming platform, clearly disclose that no real money or prizes of monetary value are involved, and must not offer cash or cash-value payouts. They are required to hold a valid license only in markets where such a license is required.

    However, all social gaming advertisers must still apply for the Gambling and Contests Advertising Program and agree to its Terms and Conditions. You can review the full requirements through the Microsoft Advertising Gambling and Games policy and submit the Gambling and Contests Advertising Program Participation Form.

    Please also ensure that your ads and landing pages comply with the province-specific requirements. For example, eligible Canadian provinces require an appropriate disclaimer, such as “For Entertainment Only,” “No Real Money Prizes,” or “Virtual Credits Only,” together with the applicable age targeting.
