Microsoft Account Security is an automated process. Microsoft Support Agents can not unlock an account, reset your password, or change any Security Settings no matter what documentation you can present.

If you have already tried and failed Account Recovery
    https://support.microsoft.com/en-us/account-billing/account-recovery-unsuccessful-dc56c3e3-dff0-4ed5-8edb-60290eea6b53

Than the account is lost. I am sorry. I know that losing access to your account is more than just an inconvenience, it can cause real hardships. I wish I could give you another answer.

Use the official account recovery flow immediately.

    1. Start with the Microsoft account hacked-account recovery tool: Start.
    2. Before changing or resetting anything, run a full malware scan on the PC:
      • Open Windows Security
      • Go to Virus and threat protection
      • Select Scan options > Full scan > Scan now
    3. After the scan, try to change the password. If sign-in no longer works, use the password reset flow: reset your password.
    4. If the account is blocked or sign-in fails, use the Sign-in Helper: Sign-in Helper.
    5. If the sign-in email or recovery details were changed and normal sign-in no longer works, submit the account recovery form: Recover your account.
    6. If recovery still fails, use Microsoft support entry points that can route to the correct help option:

    Important facts:

    • Support agents are not allowed to send password reset links or directly change account details.
    • If the account was compromised, Microsoft recommends checking account settings afterward, including connected accounts, forwarding, and automatic replies.
    • If the mailbox or OneDrive storage is full, Outlook.com mail can stop sending or receiving.
