This points to a recurring USB-C initialization problem during boot or resume from shutdown, not a normal behavior. On Surface Pro 9, Microsoft documents both a general USB-C reset procedure and a Surface Pro 9 update that specifically resolved an issue where USB-C functionality was unavailable after the system had booted.

    Try this in order:

    1. Do the Surface USB-C reset exactly once more
      • Unplug all USB-C devices and adapters.
      • Select Start > Power > Shut down.
      • Wait 10 seconds.
      • Press and hold the Power button for about 20 seconds until the Windows logo appears, disappears, and appears again.
      • Start Windows, then reconnect the USB-C device.
    2. Check Surface drivers and firmware again from the Surface app
      • Open the Surface app.
      • Expand Help & support.
      • If updates are offered, select Check for updates to open Windows Update and install them.
    3. Confirm the device has the Surface Pro 9 firmware that includes the USB-C boot fix
      • Microsoft lists a September 2024 Surface Pro 9 update that resolves an issue that prevented the device from using the USB-C functionality after the system had booted.
      • If the problem returns after every shutdown, this is the most relevant known fix.
    4. Test without hubs or adapters
      • If a hub is involved, connect the USB-C device directly to the Surface.
      • Unplug and reconnect it.
      • Use the cable that came with the device, because not all USB-C cables support all features.
      • If the device has its own power supply, connect that too.
    5. Check whether Windows is showing a USB-C warning
      • Open USB settings in Windows.
      • Turn Connection notifications on.
      • If a notification appears such as USB device not recognized, Use different USB port, or USB device functionality might be limited, that helps identify whether the issue is power, cable, or device compatibility.

Why it keeps happening after it is “fixed”:

    • The power-button/volume-up style recovery behavior suggests the ports are being restored by a low-level reset.
    • Since the issue returns after shutdown, the likely cause is firmware/driver initialization during boot.
    • Microsoft’s Surface Pro 9 update history confirms this exact class of issue has been addressed in firmware updates.

If updates are already fully current and the ports still fail after every shutdown, use Surface support through the Surface app or Get Help, because repeated loss of both USB-C ports after boot can indicate a persistent firmware or hardware problem.
