I’m sorry both you and your wife are experiencing this. For a Surface Pro 12-inch's keyboard, it is reasonable to expect such premium accessory to withstand normal palm contact without its material separating after only a little over a year.
Unfortunately, I don't recount any replacement program specifically for this issue. In addition, from my personal experience and similar cases, peeling overtime is often considered normal wear and tear, which means it's not under warranty.
That said, Microsoft Q&A is just a user-to-user support forum, and no one here can say for sure whether your situation would be different and approved for a replacement. The practical next step is to get in contact with Microsoft directly:
- Sign in with your account at Contact Us - Microsoft Support
- Enter / choose an issue > click Get Help to make a request
- Scroll down > Contact Support (if the option is available):
- Or click Ask our Support Assistant instead and follow guidance
- If the issue persists, specifically state in the chat box that you need direct help.
- The Contact Support button should appear now > click it > select the chat in browser option.
Note: The support contact team only works at certain times, so if the last window shows that it's unavailable, try opening it again the next day. If you prefer phone support, you can leave a phone number. This way, they can call you and help you.
You can ask them if it's possible to replace the keyboard of your Surface with its current deteriorated state. However, I must be honest: this is unlikely. Besides the fact that this might be considered natural wear, the keyboard is rarely separated from the Surface for its own replacement.
Warranty coverage and service options can be checked from the Devices page. If your Surface Pro 12' still has it, you have the option to replace the whole set, which includes the keyboard. However, I don't recommend this as it seems like the devices are working fine, just the state of the vinyl is not.
