I can answer my own problem at this point. I did finally manage to get Windows 10 Version 1909 to upgrade to Windows 10 Version 22H2.
Nothing would work as follows -
Either an upgrade from the Windows site to 22H2.
Downloading the 22H2 ISO file to PC or made into installation media.
Upgrading to versions between 1909 and 22H2 in stages. Nothing after 1909 would go on at all.
None of these worked despite days of trying multiple times in always.
Windows 10 version 1909, did however upgrade to Windows 11, which I did not want.
I could not go from W11 to W10 22H2, because when it got to the keep apps and settings, it would only do a fresh install.
I needed to keep apps etc.
I then rolled back from W11 to W10 which you can do within 10 days.
Then the ISO from desktop for W10 22H2 did actually upgrade W10 1909 to 22H2, which it would not before.
So, having at W11 for a short while then rolling back must have changed something.
It does however cause quite a few things to have to be redone when the 22H2 came up.
