Authenticator unable to sign in after changing phone

So i changed phone and thought apple will fully transfer everything without any issues. However, after selling my old phone, i tried to login using my school email but i had to use my authenticator. But when i try to sign in my authenticator , i need to use the code from the authenticator, and when i said i dont have access to my authenticator, i was shown the options to get code or approve from authenticator. How does it make sense when i got no access to my authenticator but i need to verify with my authenticator ??

    Since this is a work or school account managed by your institution or organization’s IT department, the fastest way to regain access is to contact your IT Support or Help Desk directly. You can ask them to assist you with resetting or reconfiguring your MFA authentication methods by referring to this article: Manage authentication methods for Microsoft Entra multifactor authentication - Microsoft Entra ID |….  

    For future reference: 

    Please note that cloud backup in Microsoft Authenticator helps transfer your account list to a new device, but it does not fully restore your multi-factor authentication (MFA) settings. For security reasons, you'll need to manually reconfigure MFA for each account. I understand this can be inconvenient, but it's a necessary step to keep your accounts secure.

    To help avoid this issue in the future, please refer to the following steps to reconfigure MFA on a new phone:

    -Visit the My Sign-Ins | Security Info | Microsoft.com page to manage your verification methods   

    -Sign in with your work account. 

    -Select Add sign‑in method > Microsoft Authenticator. 

    -Install Microsoft Authenticator on the new phone. 

    -In the app, choose Work or school account, then scan the QR code shown on the Security Info page. 

    -Approve the test notification sent to the new phone. 

    -Once the new phone works, remove the old device from the Security Info page.
