The Free Tier assignment is consistent with the deployment limitation you describe. Microsoft quota table does not list GPT-6 Astra under Tier 0, while Tier 1 lists 1,000,000 TPM and 1,000 RPM for Global Standard.
However, OnceUpgradeIsAvailable only enables automatic upgrades when eligible, but it does not confirm that an upgrade has been approved. The null eligibility fields alone do not establish a provisioning error or explain why an upgrade is unavailable.
An active nonprofit sponsorship does not, by itself, establish eligibility for Tier 1. Microsoft documents usage patterns, the customer’s relationship with Microsoft, and payment history as factors in automatic tier upgrades.
I would recommend two actions:
- Open directly or update an Azure support ticket. Ask support to verify the subscription quota-tier eligibility and GPT-6 Astra entitlement, and determine whether the deployment is blocked by quota, entitlement, or capacity. Include the raw quota-tier API response, API version, exact deployment error, and the reference number of your existing quota request.
- Use the quota increase request form. Since you have already submitted a request for 1,000 kTPM - wait for review and in case of rejection, reference that request in the support ticket. Microsoft explicitly states that an approved quota increase can leave the current tier unchanged, so a Tier 1 upgrade is not the only possible resolution.
