Azure AI Foundry Tier 1 eligibility and GPT-6 Astra quota for nonprofit subscription

Problem description I am seeking assistance to review the Tier 1 eligibility and subscription-level quota provisioning of an Azure subscription associated with a verified Microsoft for Nonprofits organization with an active Azure Nonprofit Sponsorship. Our organization has an immediate operational need to use Microsoft Foundry for nonprofit workloads, including document processing, research, data analysis, and content preparation. We specifically need access to GPT-6 Astra, but the current Free Tier does not provide sufficient quota for deployment. Environment Microsoft Foundry / Azure OpenAI Current quota tier: Free Tier Desired model: GPT-6 Astra Desired deployment type: Global Standard The quota tier API currently reports:

  • Current tier: Free Tier
  • Next tier: null
  • Upgrade availability status: null
  • Upgrade applicable date: null
  • Upgrade unavailability reason: null
  • Tier upgrade policy: OnceUpgradeIsAvailable What I've already tried I checked the subscription-level quota tier API and confirmed that the subscription remains on Free Tier with no Tier 1 eligibility metadata currently populated. I also submitted a separate GPT-6 Astra Global Standard quota increase request for 1,000 kTPM, which is currently awaiting review. Current status The subscription remains on Free Tier, and GPT-6 Astra cannot currently be deployed due to insufficient quota. Could a Microsoft Foundry / Azure AI engineer please review:
  1. Whether this nonprofit-sponsored subscription is eligible for Tier 1.
  2. Whether the subscription-level quota tier has been correctly provisioned.
  3. Whether GPT-6 Astra access is currently blocked by quota tier, entitlement, or capacity.
  4. Whether Tier 1 eligibility can be enabled, or whether additional GPT-6 Astra quota can be provisioned through the supported process. If account-specific investigation is required, please escalate through the linked Microsoft support case.

    I already have an Azure Support request linked to this Microsoft Q&A post. This Q&A thread was created as part of the Priority Community Support flow for that support request.

    The support request is specifically for Tier 1 eligibility / subscription-level quota-tier provisioning, not only for the GPT-6 Astra quota increase.

    I have already submitted the separate GPT-6 Astra Global Standard quota increase request for 1,000 kTPM.

    Since this issue requires subscription-specific investigation, could you please help escalate the linked support case to the Microsoft Foundry / Azure AI quota team to verify:

    1. Tier 1 eligibility for the subscription;
    2. subscription-level quota-tier provisioning;
    3. GPT-6 Astra entitlement; and
    4. whether deployment is currently blocked by quota, entitlement, or capacity.

    The Free Tier assignment is consistent with the deployment limitation you describe. Microsoft quota table does not list GPT-6 Astra under Tier 0, while Tier 1 lists 1,000,000 TPM and 1,000 RPM for Global Standard.

    However, OnceUpgradeIsAvailable only enables automatic upgrades when eligible, but it does not confirm that an upgrade has been approved. The null eligibility fields alone do not establish a provisioning error or explain why an upgrade is unavailable.

    An active nonprofit sponsorship does not, by itself, establish eligibility for Tier 1. Microsoft documents usage patterns, the customer’s relationship with Microsoft, and payment history as factors in automatic tier upgrades.

    I would recommend two actions:

    1. Open directly or update an Azure support ticket. Ask support to verify the subscription quota-tier eligibility and GPT-6 Astra entitlement, and determine whether the deployment is blocked by quota, entitlement, or capacity. Include the raw quota-tier API response, API version, exact deployment error, and the reference number of your existing quota request.
    2. Use the quota increase request form. Since you have already submitted a request for 1,000 kTPM - wait for review and in case of rejection, reference that request in the support ticket. Microsoft explicitly states that an approved quota increase can leave the current tier unchanged, so a Tier 1 upgrade is not the only possible resolution.
