To help determine what may be causing the problem:

When did the issue start, and were any changes made to your computer before the issue started?

When you try to open Windows Security, does it remain stuck loading, or do you see any error message? If yes, please share the exact message here.

1. Does Windows Security fail to open only from the icon, or does it also fail when you open it through Settings > Privacy & security > Windows Security?

Try this first:

Open PowerShell (Admin) and run:

Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage

This resets the Windows Security app package.

If that fails, open Settings → Apps → Installed Apps → enable Show system components, find Windows Security (SecHealthUI), and choose Repair/Reset if available.

As a last resort, run:

sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth

from an elevated Command Prompt to fix any corrupted system files.

This usually brings Windows Security back without needing a full reinstall or trip to the shop.
