Azure Advisor Advised Us To Buy A Database Savings Plan Twice

I really need any help or advice please folks.

We purchased an Azure Savings Plan for Database based on Azure Advisor recommendations.

The plan was applied only to our Azure SQL Database (PaaS), but did not apply to our SQL Server Enterprise licensing charges on our Azure VM, which is the primary cost driver.

Azure Advisor is now recommending another Database savings plan, but the plan never differentiates or details whether it will apply to our SQL PaaS database or our expensive SQL Enterprise Virtual Machine Core based expensive service.

We need confirmation of which meters the recommended savings plan will apply to, specifically whether it covers:

  • SQL Server Enterprise – License
  • SQL Server Enterprise – Per Core
  • SQL Server Enterprise – Hybrid Benefit

This is a billing classification and meter eligibility issue, not a technical support issue and Azure tickets ( x 4) just get auto closed by Microsoft AI.

Am in an infinite AI loop where my Azure Billing Ticket keeps getting closed by AI and advisor just advises us to spend more.

Any and all pointers appreciated!

    My subscription is still flagged as Visual Studio Ultimate with MSDN, and because of that, Azure removes ALL Savings Plan‑related charge types from Cost Analysis. I am stuck in an infinitie loop with no recourse to speak to Microsoft Billing.

    I think the main thing to clarify here is the exact billing meter the Database Savings Plan is being applied to. Azure SQL Database and SQL Server on Azure VMs can have different eligible charges, so it would be helpful to check the Savings Plan details and the Cost Management breakdown for the affected subscription.

    Also, SQL Server licensing through Azure Hybrid Benefit is a separate consideration, so I wouldn't assume that a Database Savings Plan automatically covers every Enterprise licensing charge. Microsoft should be able to confirm which specific meter is being covered before another plan is purchased
