Sorry about the trouble. Community volunteers can't see the reason an offer is refused, so I can't confirm the cause, but these are the most common ones, plus how to get it checked.
1. Check the common causes
- Previous use: Azure for Students can be activated only once per eligible student. Check whether you (or the same name, phone number, or card details) ever used an Azure free account or Azure for Students, even on another Microsoft account.
- Profile details: Make sure the name, address, and phone number you entered are correct, and that no other account uses the same details.
- Account and email: Sign in with the Microsoft account you verified, and check that your institution's email domain is eligible.
- Right sign-up link: Start from the Azure for Students page, not the regular free-account page: https://azure.microsoft.com/free/students
2. Try again in a clean session Open an InPrivate/Incognito window, sign in with the same account you verified, and start again from the student page. If your student status came through GitHub Student Developer Pack, choose the option to sign in with GitHub on that page and use the same GitHub account.
3. If it still says "not eligible", ask Azure Support to review it Only the Azure team can see why eligibility failed. You can open a support request here: https://azure.microsoft.com/support/create-ticket/ (choose the subscription or billing issue type, and mention that academic verification succeeded but activation failed).
