I’m trying to obtain the non‑evaluation ISO for Windows Server 2025 so I can perform an in‑place upgrade from Windows Server 2016.
The evaluation builds don’t allow the “Keep files and data” option and will reformat existing partitions, so they’re not suitable for this upgrade path.
Microsoft’s documentation indicates that the full ISO should be available through the Visual Studio Subscription portal, but I’ve been unable to locate it there.
Can anyone confirm its availability or provide a link to where the non‑evaluation media can be downloaded?

Confirmed - it's available as part of Visual Studio Subscription
