Snipping Tool missing after Windows 10 to Windows 11 upgrade, cannot reinstall due to Microsoft Store restrictions

Hello,

I am supporting a corporate Windows environment and have encountered an issue after upgrading a device from Windows 10 to Windows 11.

Issue:

  • Snipping Tool no longer functions after the Windows 11 upgrade.

-As shown in the screenshot, the Snipping Tool icon is still present on the taskbar. However, when I click it, the Snipping Tool window does not open. Instead, the screen enters a drawing/annotation mode, allowing me to draw on the screen with the mouse.

  • The device is managed in a corporate environment where Microsoft Store access is restricted.

Current behavior:

  • Win + Shift + S works correctly.
  • ms-screenclip: works correctly.
  • Screen clipping functionality is still available.
  • However, the Snipping Tool application itself does not launch.

Findings:

  • Snipping Tool appears in the Start Menu, but clicking it does nothing.
  • Snipping Tool does not appear in Installed Apps.
  • Snipping Tool does not appear in winget package listings.

Commands and results on the affected PC:

winget list | findstr Sketch

Result:

(No output)

winget install Microsoft.ScreenSketch

Result:

Failed when searching source: msstore

No packages were found among the working sources.

Additional troubleshooting:

  • Verified that Snipping Tool is installed and working on a healthy Windows 11 device.

On a working PC:

Get-AppxPackage Microsoft.ScreenSketch | Select InstallLocation

Result:

C:\Program Files\WindowsApps\Microsoft.ScreenSketch_10.2008.3001.0_x64__8wekyb3d8bbwe

I copied the Microsoft.ScreenSketch package folder from the working PC and transferred it to the affected PC.

Contents include:

  • AppxManifest.xml
  • ScreenSketch.exe
  • Assets folder
  • Other package files

However:

  • Running ScreenSketch.exe directly fails with:

"The code execution cannot proceed because MSVCP140_APP.dll was not found."

  • Right-clicking AppxManifest.xml does not show an Install option.
  • PowerShell/Appx package registration is restricted on the affected device.

Observations:

  • The package seems to be missing or no longer registered on the affected device after the Windows 10 to Windows 11 upgrade.
  • The clipping service still exists (Win+Shift+S works), but the Microsoft.ScreenSketch app package appears to be absent.

Questions:

  1. Is there an official offline MSIX/AppX package available for Microsoft.ScreenSketch?
  2. Is there a supported method to reinstall Microsoft.ScreenSketch in environments where Microsoft Store access is blocked?

    Based on your findings, this appears to be less of a Snipping Tool malfunction and more of a missing or unregistered Microsoft.ScreenSketch AppX package following the Windows 10 to Windows 11 upgrade. The fact that Win + Shift + S and ms-screenclip: continue to function indicates that the screen capture components are still present, but the full Snipping Tool application package is either absent or not properly registered.

    Unfortunately, simply copying the Microsoft.ScreenSketch folder from another device is not a supported deployment method. The missing MSVCP140_APP.dll error is expected because Store applications depend on package registration, framework packages, and AppX deployment metadata that are not restored by a file copy alone. In a managed environment where the Microsoft Store is blocked, the recommended approach is to deploy the application through an approved enterprise software distribution method, such as offline AppX/MSIX package deployment or enterprise app provisioning, assuming local policy permits AppX installation.

    I would also recommend reviewing the output of Get-AppxPackage -AllUsers Microsoft.ScreenSketch and checking the Microsoft-Windows-AppXDeploymentServer event logs to determine whether the package was partially removed or failed to migrate during the in-place upgrade. If other inbox Store applications are missing as well, the issue may be related to AppX provisioning rather than the Snipping Tool package alone.

    Since the package does not appear in Installed Apps, Winget, or AppX package listings, a repair install of Windows 11 (keeping files and apps) may also be worth considering if enterprise deployment methods are unavailable. This often restores missing inbox application packages without requiring a full rebuild of the device.

    In summary, I would avoid manual folder copying and focus on verifying AppX package registration, reviewing AppX deployment logs, and redeploying the package through a supported enterprise installation method.
