Thank you for clarifying. Based on your description, this appears to be an EFS-encrypted file rather than a BitLocker issue. EFS access depends on the encryption certificate and private key from the original Windows profile, not only on file ownership or permissions.
Please check whether you have a backup of the old Windows installation, the previous user profile, a Windows.old folder, or an exported EFS certificate in .pfx or .p12 format. If this computer was managed by a company or school, please also contact the IT administrator to check whether an EFS Data Recovery Agent is available.
Please avoid modifying or deleting the original encrypted file. Unfortunately, if the previous Windows installation was erased and neither the original EFS private key nor a recovery-agent key is available, changing ownership will not decrypt the file, and Windows cannot recreate the missing key.
