403 Forbidden – Copilot Studio Credit Consumption API and Request for Supported API to Automate PPAC Capacity Consumption Reports
Issue Description
We are developing an Dashboard in Power BI and need to retrieve Copilot Studio / MCSMessages credit consumption programmatically for historical reporting and scheduled refresh.
We can successfully authenticate to:
https://api.powerplatform.com
The account being used has the Power Platform Administrator role.
The following APIs are working successfully and return HTTP 200:
GET /licensing/entitlements/MCSMessages?api-version=2024-10-01
GET /environmentmanagement/environments?api-version=2024-10-01
We can also successfully retrieve consumption information for a specific Resource ID using the resource/user consumption endpoint.
However, the tenant-wide resource consumption endpoint returns:
HTTP 403 – Forbidden

We have tested this after assigning the Power Platform Administrator role and creating a fresh authenticated connection.
Business Requirement
From Power Platform Admin Center, we can manually download reports including:
Environment / Capacity Consumption report
Agent-Level Credit Consumption report
User/resource-level consumption information
Our primary requirement is to automate the equivalent of the Capacity Consumption Tenant Details Report (CapacityConsumptionTenantDetailsReport), which provides historical consumption information required by our Power BI Control Tower.
Manual CSV download and upload is currently being used as an interim workaround. For production, we need a Microsoft-supported unattended/API-based approach that can support scheduled Power BI refresh.

Could you please confirm the following:
Is this endpoint currently supported for programmatic access?
GET /licensing/entitlements/MCSMessages/resources
If yes, what exact administrator role, Power Platform RBAC assignment, API permission, licensing permission, or authentication method is required? We currently receive 403 Forbidden, while related Power Platform APIs return HTTP 200 using the same identity.
Is there a Microsoft-supported API or Power Automate mechanism to generate/download the Capacity Consumption report that is currently available manually through Power Platform Admin Center?
Specifically, we need the programmatic equivalent of:
CapacityConsumptionTenantDetailsReport
If this report can be generated/downloaded programmatically, could you please provide or confirm:
Supported API endpoint
HTTP method
Request parameters/payload
Required role and permissions
Authentication/resource URI
Whether Power Automate is supported
Whether service-principal/application authentication is supported for unattended execution
Is there also a supported API or Power Automate method for generating/downloading the **Agent-Level Credit Consumption** report available in PPAC?
If direct report download is not supported, what is Microsoft's recommended supported API/method for obtaining historical Copilot Studio/MCSMessages consumption at approximately this level?

Our final requirement is an unattended Power BI scheduled-refresh solution. What architecture does Microsoft recommend for retrieving this information without manually downloading PPAC CSV reports?
Troubleshooting Already Completed
We have confirmed:
Power Platform Administrator role is assigned.
Fresh authentication/connection was performed after role assignment.
Authentication to https://api.powerplatform.com succeeds.
MCSMessages entitlement endpoint returns HTTP 200.
Environment Management endpoint returns HTTP 200.
Resource-specific user consumption endpoint returns HTTP 200.
Tenant-wide /licensing/entitlements/MCSMessages/resources returns HTTP 403.
Therefore, the issue appears specific to the tenant-wide resource-consumption operation rather than general Power Platform API authentication.
Expected Outcome
We need Microsoft to confirm either:
A. The supported configuration/permissions required to access the tenant-wide MCSMessages consumption API,
or
B. A supported API/Power Automate mechanism to generate and download CapacityConsumptionTenantDetailsReport and related PPAC consumption reports,
or
C. If neither is currently supported, Microsoft's recommended supported approach for unattended historical Copilot Studio credit-consumption reporting in Power BI.
