I understand you want to keep your OneNote content while changing the email address you use to access it. The first thing to clarify is whether the email address was disabled or the Microsoft account itself is locked.
Can you still sign in to the personal Microsoft account that you used for OneNote? If not, what exact message appears? Please leave out your email address and any other personal details.
If you can sign in, you may be able to add a new email alias to that same Microsoft account. An alias keeps the account’s existing online storage; creating a separate Microsoft account would not move the notebook to it.
If the account is locked, follow Microsoft’s locked-account guidance first. Changing an alias would not resolve a lock.
When you say the account is “tied to” your work account, do you mean you sign in to OneNote with both accounts, or that the notebook is stored in your work OneDrive? That will help us identify which account holds the content.
