Similar Azure for Students cases have reported the same behavior when no subscription had been created.
Since you have already:
Successfully completed academic verification
Used the same Microsoft account for activation
Tried a private/incognito session
Signed out and back in
Retried the Azure for Students activation
Confirmed that the subscription was not provisioned
I would avoid repeatedly submitting new verification requests or creating additional Microsoft accounts.
At this point, the important question is whether the Azure for Students verification record was successfully passed to the subscription-provisioning process. If the verification is valid but provisioning did not complete, Microsoft would need to check the activation/provisioning state associated with the account.
Because the missing subscription also prevents you from opening a normal Azure support request, this may need to be handled through Microsoft/Azure for Students support or escalation from this Q&A thread.
