Root cause is confirmed: Azure AI Foundry's A2A endpoint rejects every call to a kind: hosted agent target with -32099 HostedAgentNotSupported ("Use a prompt agent as the A2A target") — reproduced live with full headers/timestamps/apim-request-id, tested against both api-version=v1 and v0.3, and reproduced through both our own raw client and Microsoft's officially-documented A2AToolboxTool/remote-a2a pattern.
