Word opens, but document size is fixed at 51% and can't be changed. Menus are visible but their functions are grayed out and not useable. It all works in safe mode. Tried add-ins off, template reset, repair (quick and online), re-install and editing registry Word data key.

If the document zoom is fixed and cannot be changed, the reason may be that Side to Side (in the Page Movement group) is selected on the View tab.

Activate the View tab and click the Vertical option (also in the Page Movement group). Does that fix the problem?

Since Word works in Safe Mode, the issue is most likely caused by something that does not load there, such as an add-in or a disabled/problem item.

    Use this order:

    1. Check disabled items in Word
      • Open Word.
      • Go to File > Options > Add-Ins.
      • In Manage, select Disabled Items, then click Go.
      • If anything is listed, select it and click Enable.
      • Close Word, then start it normally.
    2. Re-test add-ins one at a time
      • Start Word in Safe Mode with Windows + R and run winword /safe.
      • Go to File > Options > Add-Ins.
      • In Manage, select the Word add-in type if available, otherwise select COM Add-ins, then click Go.
      • Clear one add-in, click OK, restart Word normally, and test.
      • Repeat until the problem stops.
      • Older add-ins called out as known problem sources include Abbyy FineReader, PowerWord, and Dragon Naturally Speaking.
    3. Start Word with the /a switch
      • Press Windows + R.
      • Run winword /a.
      • This prevents add-ins and global templates from loading automatically and locks the settings files so they are not read or modified.
      • If Word behaves normally with /a, the problem is still tied to startup customizations or add-ins.
    4. Reset the Word Options registry key
      • This is a registry change and can reset Word preferences. Back up the registry first.
      • Exit all Office apps.
      • Open regedit.
      • Go to HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Word\Options.
      • Right-click Options and select Export.
      • Save the export to the desktop.
      • Delete the key as described in the support steps, then start Word again.
      • If this does not help, restore the exported key.
    5. If Safe Mode works but normal mode still fails, use Office repair again with the full repair path
      • In Windows, go to Start > Apps and Features or Installed apps.
      • Select the Microsoft 365 or Office product, then Modify.
      • For Click-to-Run, use Online Repair.
      • For MSI-based installs, use Repair.
    6. Make sure Office is fully updated
      • Open an Office app.
      • Go to File > Account > Update Options > Update Now.
      • If Update Now is not shown, select Enable Updates first.

Based on what was already tried, the most relevant remaining checks are Disabled Items, re-testing COM add-ins one by one, and testing with winword /a. The registry Data key was already reset; the other supported registry reset in the troubleshooting flow is the Options key.
