Problem description

I am trying to create a public individual profile for artifact signing, but the process is blocked because the billing account's country code is set to "FR" instead of "France". The onboarding flow does not accept this value, and I need assistance in resolving this issue.

Environment

Trusted Signing - Preview; Azure environment; Azure Developer subscription under a sponsorship billing account; Public individual profile creation for artifact signing; Billing account country/region recorded as "FR".
