Can Message Recall be enabled for specific users only

Hi Microsoft Community,

We have disabled Cloud-based Message Recall for our tenant from Exchange Admin Center → Settings → Mail flow → Message Recall.

Our requirement is to keep Message Recall disabled for all users, but enable it only for a few selected users or a specific group.

Is it possible to achieve this using Exchange Online PowerShell, Exchange policies, or any other supported method?

If yes, could you please share the steps/PowerShell commands to configure it for specific users or a group?
