Based on Microsoft's documentation, Cloud-based Message Recall is configured at the organization (tenant) level and not at the user or group level. The setting available in the Exchange Admin Center under Settings > Mail flow > Message Recall is a tenant-wide control, and the documented PowerShell parameters are managed through Set-OrganizationConfig, which also applies organization-wide.
After reviewing the currently available documentation and configuration options, I have not found any supported method to enable Cloud-based Message Recall for only selected users or specific groups. This includes Exchange Online PowerShell, Exchange policies, mailbox-level settings, or other supported administrative controls.
If granular control of Message Recall would be beneficial for your organization, I recommend submitting feedback to Microsoft through the Exchange Feedback Portal.
Customer feedback is one of the primary factors Microsoft uses when evaluating future feature enhancements and administrative controls. A per-user or per-group configuration option would allow organizations to balance functionality and governance requirements more effectively, especially in environments where only a limited set of users require Message Recall capabilities.
