I am locked out. I have no access to text to get codes or authenticator app and I can't get a human to help.

My husband is locked out of his account because he got a new phone and forgot his password. Every time he tries to reset his password, two-factor demands authentication on authenticator app or text. He is signed out of MS authenticator app too and SMS is not working. He cannot even sign in to get help, hthe ence why I need to use my account to try to help him.
