Windows Spotlight stuck on default wallpaper in Windows 11

Hi team,

My Windows Spotlight lock screen is stuck on the default blue wallpaper and is not downloading or updating new daily images.

System Details:

  • OS: Windows 11

Troubleshooting already done:

Switched background setting from 'Windows Spotlight' to 'Picture' and back to 'Windows Spotlight' to trigger sync.

Re-registered Microsoft.Windows.ContentDeliveryManager via PowerShell.

Verified registry keys for ContentDeliveryManager settings.

Kept the laptop idle with an active internet connection for over 24-48 hours.

Note: I do not want to delete system/cache files or use third-party apps like Dynamic Theme.

The system configuration seems fine, but background synchronization with Microsoft servers is still not taking place. Could you please assist in resolving this server-side sync issue or background task lock?

As a next step, you may want to try the following:

  1. Open Settings > System > Notifications.
  2. Ensure Get tips and suggestions when using Windows is enabled.
  3. Restart the device and check whether Spotlight begins updating over the next several hours.

You can also verify that the Background Intelligent Transfer Service (BITS) is running:

  1. Press Win + R, type services.msc, and press Enter.
  2. Locate Background Intelligent Transfer Service (BITS).
  3. Confirm the service is running and the startup type is set to Automatic (Delayed Start).
  4. Restart the service if needed, then restart the PC.
